And one said "a deliberate, cruelly con- trived and highly effective sys- tem has been devised to extract the maximum work from other human beings for the cheapest possible price." Dr. Robert M. Wheeler of Charlotte, N.C., made this as- sessment as he and other phy- sicians testified before the Sen- ate migratory labor subcommit- tee on findings of a 25-m a n medical team about conditions in Texas, Florida and Michigan. They said children of migrant farm workers often are grossly malnourished, deaf or deformed n. by disease -. chance for any a n d without a future in our so- ciety. In addition, Wheeler told the subcommittee, the very poor farmworkers are subject to dis- eases wiped out elsewhere in the land. In South Texas, he said, a polio epidemic took three lives this spring. Deafness from un- treated ear diseases, he testified, is common, and so is crippling from rickets, a childhood afflic- tion rare elsewhere. They reported t h at a baby with meningitis d i e d after a hospital twice refused emergen- cy care because the farmworker father couldn't pay in advance. They told of the worker's own reluctance to seek out doctors except in a crisis because they did not have $10 for an office call and had heard their chil- dren would be held hostage if they didn't pay up immediately. And one doctor said a grower personally threatened him for interfering with his" migrants. U. studies were underwritten by the Field Foundation, includes the same ones who m ad e a study of hunger among blacks in Mississippi in 1967 and they said yesterday conditions they found in the migrants' camps matched anything they saw in the earlier investigation. Wheeler said Florida and Texas are different from t h e rest of the rural South in that many growers in those states will depend on men, not ma- chines, to gather their valuable fruit and vegetable crops. The federal, state and local governments cooperate with the grower in isolating the migrant from the rest of society, "main- taining him at the lowest level, justic of subsistence which he will tol- erate - t h e n making certain that he has no means of escape from a system that holds him in virtual peonage," Wheeler said. The nation h a s knowr full well about the shameful exploi- tation of .migrant farmworkers, Wheeler said, from John Stein- beck's decades-old novel "Grapes of Wrath" to an NBC documen- tary on migrants last week. "What does it take to make us care about our children?" he asked. "The picture we see is one of a society thriving on greed, cruelty, alienation and / fear." The doctors' team examined and treated 1,400 people in Hid- algo and Starr Counties in Tex- as during four days in March. They had intended only to doc- ument the health of 50 migrant families, mostly Mexican Amer- ican. Dr. Harry S. Limpscomb told of abundant serious problems such as intestinal ills compli- cated by contaminated drinking water; rickets, goiter; gross caloric malnutrition; d e n t a1 problems in every person rang- ing from raw and swollen gums to unfilled cavities, and an alarming number of ear diseas- es leading to undetected deaf- ness. Former 'U' professor dies at 81 Paul A. Leidy, former profes- sor emeritus of law died yester- day morning in the St. Joseph Mercy Hospital. He was 81. Survivors include his wife; a daughter, Mrs. James Mulchay, Jr., of Ann Arbor; a son, John B., of Ann Arbor; and eight grandchildren. Cremation has been made and a memorial ser- vice will be held later. Memorial contributions may be made to the Rotary Foundation or the First Congregational Church of Ann Arbor. Leidy, a University alumnus, joined the faculty as professor and secretary of the Law School in 1926. In 1946 he took on ad- ditional Law School duties as placement director.
