At an impromptu news conference, the President said flatly also that the United States has no intention of using ground forces to interdict enemy supplies on the Ho Chi Minh Trail in Southern Laos. Taking on a wide range of questions in an unscheduled 35-minute session with reporters in his oval office, the President predicted that the economy will be on the upturn during the. last half of this year and that he expects it will be "work- ing at full employment" and enable the administration to achieve a balanced bud- get during fiscal 1972.- Nixon said he does not think that Pres- ident Nguyen Van Thieu of. South Viet- nam' has departed from the proposals made in the Paris talks that all political parties in South Vietnam could partici- pate in the political process and that Communists could participate in free elections there. He said Thieu "has also indicated that he would accept the result of the election, whatever that result might be." Once an election has been held, Nixon said, the government that comes out of it "is something to be worked out by the elected officials. But it should not be determined in advance of the people in- dicating what kind of government they want." A political settlement in Paris is "high- ly improbable," Nixon said because "Pres- ident Thieu has indicated that he, in that forum, would not agree to a coalition government." The President also gave _assurances to the South, in response to criticism by Sen. Strom Thurmond (R-SC), that he has no intention of sending "vigilant squads" of Justice Department lawyers- to coerce Southern school districts to integrate. Within the 29-nation Commonwealth a majority of government leaders wrote to Prime Minister Edward Heath expressing dismay at the turn in British policy. Some spoke of boycotting the next Common- wealth summit parley due in Singapore next January. There were reports that President Julius Nyerere of Tanzania had warned his country would quit the Commonwealth if the new policy goes through. Douglas-Home, however, appeared un- moved by all this. He made clear no final decision will be taken until the views of all Commonwealth states have been studied. But there seemed no doubt about the final outcome judging by the foreign sec- retary's declaration: "I would be less than frank with the House if I did not say that we have stated our intention.
