ate approved yesterday a five-
year federal program of oirth
control assistance and research
with a projected price tag of
nearly $1 billion.
The bill was passed without
debate *or dissent, and sent to
the House.
It authorizes a system of
grants and contracts to be ad-
ministered by a new Office of
Population Affairs.
The declared goal: to make
available family planning serv-

ices and information to all
Americans who want them.
During the current year, the
bill would authorize spending of
up to $89.7 million, with the
ceiling increasing over each of
the next four years.
President Nixon has declared
that adequate family planning
services should be made avail-
able within five 'years to all
Americans who want them but
cannot afford them. The Senate
Labor and Public Welfare Com-
mittee said the bill would meet

that goal. It estimated that 5.4
million American women are
now unable to afford these-serv-
ices.
The committee said the bill
sets explicit safeguards to make
sure that birth control infor-
mation and services are made
available on a strictly volun-
tary basis.
The new poplation office
would be part of the Department
of Health, Education and Wel-
fare.
It would administer a pro-
gram of federal assistance to
states, public agencies and non-
profit organizations for family
planning projects, manpower
training, construction of facil-
ities, and population control re-
search.
Over the next five years, the
bill authorizes spending of more
than $991 million. Actual finan-
cing would be subject to later
appropriations bills.
