Gen. Haim Bar-Lev said yesterday. Up to now, less-advanced SAM2 missiles have been used against the Israelis. Bar-Lev told newsmen the new missiles have been set up and launched by Egyptian-Soviet teams. "We clearly see the Russian hand in the field of planning and directing and operating the whole concentration of batteries," he said. Bar-Lev contended that the missiles deployment is designed to deprive Israel of its air superiority over the canal zone and to enable the Egyptians to intensify offensive activity along the front. * * THE COMMUNIST PARTY OF CYPRUS holds the balance of power in the island's House of Representatives in the wake of. Sunday's elections. The party contested nine of the 35 Greek Cypriot seats in the 50-seat Houst and won at least seven of them. When all votes are counted, the Communists are expected to have won the undecided two as well. Both of Cyprus' two main political groupings, both rightist, fought bitterly throughout the campaign and failed to win a majority. Each was expected to take about a dozen seats, with the rest going to in- dependents. Fifteen seats in the House are reserved for the island's Turkish minority, and they boycott its sessions. STOCK MARKET PRICES dropped sharply yesterday, ap- parently reflecting what analysts said was investor concern over developments in the Middle East and corporate earnings. The Dow Jones average of 30 industrial stocks closed down 13.48 at 675.66, its lowest level since May 27 when the market began its rebound from its lowest level in 71/2 years. FRENCH DRUG USERS will no longer be jailed, but be sent to hospitals for treatment. However, penalties for pushers will rise sharply and foreign users and pushers will be barred from French soil for life. France has led the severe Europe-wide crackdown on drugs forI the past year, with scores of arrests made weekly for possession of drugs, often involving foreigners crossing the French border. Under the new law, anyone caught using an illegal drug will be placed uinder medical surveillance. If a medical study coupled with investigation of the person's family, social and professional back- ground shows him to have a drug habit, he must undergo a cure at an approved hospital. STATE ATTY. "His voice is heard through- out the country-sometimes a voice of controversy-praised by some-denounced by others," says actor John Wayne as nar- rator for the U.S. Information Agency documentary unveiled yesterday. "But, on one point, there is common agreement. He is still a man who speaks his mind." The 15-minute color movie will be sent to some 150 U.S. diplomatic posts overseas for foreign showings. Such USIA propaganda films are not offer- ed for domestic showing. It is intended "to introduce the vice president cinematically to the world," USIA's motion pictures-television chief, Bruce Herschensohn, said. Other such films distributed abroad by USIA have featured Presidents Nixon, Johnson, Ken-. nedy, Eisenhower and Truman, former Vice President Hubert H. Humphrey, and various non- political personalities including author John Steinbeck and trumpeter Louis Armstrong. The $80,000 movie titled, "Ag- new" carries the viewer with the vice president on his 37,000-mile trip last December-January to 11 Asian nations. "Rarely before has a United States vice president played such an important part in for- eign policy," it says. It says Agnew ran for gov- ernor of Maryland in 1966 against an opponent George P. Mahoney who called for segre- gation in housing while "Spiro Agnew demands the end of dis- crimination." "Elected to his first public of- fice," it continues, "he fought for a series of laws against ra- cial discrimination . . . and for the construction of m o r e schools." It shows brief shots of vio- lence in U.S. cities and a clip of Agnew saying "Violence is no friend of freedom, and the mob is no ally to civil rights." The film carries brief excerpts of the vice president criticizing students: "Encouraged by an ef- fete corps of impudent snobs who characterize themselves as intellectuals." And it shows him saying of the press and net- works: "the time for naive belief in their neutrality is gone."- USIA's job is to tell foreign populations about the United States and Herschensohn said of the new movie: "In my judg- ment it's a true picture of Vice President Agnew . , . I think he will come across as a strong man with high convictions." Herschensohn told newsmen: -Agnew himself has not seen the film although aides have passed it. -The project was orginally started after the 1968 election- with a $20,000 budget. But the initial effort proved unsatis- factory and the produced cost eventually ballooned to $80,000. -Up to another $20,000 may be spent in distributing the film aboard. -Wayne was asked to narrate because he is an admirer of Ag- new.
