The special delivery letter, received yesterday morning by the Associated Press, was postmarked Tuesday p.m., but it was impossible to tell if it was posted before or after the 6:45 p.m. explosion. The blast was the latest in a long series of bombings. Three Weatherman- two young men and a girl-were killed last march in the explosion of a "bomb factory" in a Greenwich Village town- house. Later another "bomb factory" ex- plosion on the Lower East Side killed a young man said to be a black Panther. Meanwhile, Mayor John Lindsay held an emergency security meeting yesterday within 25 feet of the spot where the bomb exploded. "We reviewed all aspects of the in- vestigation into the bombing last night of police headquarters," Lindsay said later. "We also reviewed secur'ity and safety procedures in effect at headquarters and at all police precincts and installations in the city.," Segregation by sex upheld RICHMOND, Va. Roger Ebert - CHICAGO SUN-TIMES By ROB BIER The Wayne County Medical Examiner's Office yesterday ruled that the death of Arthur Ross, University vice president for state relations and planning, was a suicide. The cause of death, according to Dr. Taisja Tworek, a pathologist with the medical examiner's office, was an over- dose of seco-barbitol, a barbituate. Dr. Tworek said suicidewas determined as the cause of death after a careful ex- amination revealed no o t h e r possible cause. "It could have been accidental, but New Congress plans Methods By EDWARD ZIMMERMAN The Movement for a New Congress (MNC) met last night and discussed the methods they will use in their drive to elect peace candidates to Congress. About 80 people gathered in the UGLI Multipurpose Room to hear MNC leaders discuss the coming campaign. Andy Sem- mel, one of the leaders, said that the group would endorse and work for candi- dates who oppose increased d e f e n s e spending and who hold liberal views on domestic issues, particularly in the field of civil rights. Semmel emphasized that MNC will evaluate the incumbents and their chal- lengers and back the candidates who most adhere to the group's goals. MNC is a national organization based in Princeton, N.J. In addition, there are regional chapters in smaller geographical areas, and local chapters in specific con- gressional districts. The speakers emphasized that the "real work" occurs at the local level. The local chapters decide on getting out the vote. It is also up to the local level to decide who to endorse, The Ann Arbor group will be operating mainly in the 2nd, 18th and 19th eon- gressional d i s t r i c t s in Michigan. The leaders said last night that they could not endorse any candidates yet because they do not know who all the candidates will be. Semmel said that MNC is a permanent organization and will not cease after the November elec}ions. The group will also maintain a permanent lobby in Wash- ington, D.C., he added. Larry Sullivan, another leader of MNC, discussed how people can get involved in MNC and what kind of work the volun- teers will do: Poll and canvass, plan voter registration drives, put out p os si t i o n papers on the candidates who request them and take mass telephone surveys. he was intelligent enough that we can rule that out," she said. "The results of of the examination were consistent with suicide." Ross was found dead at about 4 p.m. last Friday in the Ramada Inn motel in Allen Park, a suburb of Detroit. Margaret Johnson, Ross' secretary, said she did not know why he was in Allen Park and that he had not been to his office all Friday. Allen Park Police Chief Roy Doughty said last night that his office had not received the autopsy report, but expected that it would arrive today. Friends of Ross contacted last night said they could not speculate on the reason for the suicide. William Hubei, assistant to President Robben Fleming, said he had known Ross since 1942 when Ross worked for him on the War Man- power Commission, adding, "Arthur Ross was a man of unblemished integrity and the highest moral conduct." "His death is a terrible, terrible loss to the community, the state and the na- tion." Memorial services for Ross, who was 54, were held Sunday in the home of President Robben Fleming.
