"We have formulated what is necessary in order to normalize, constructively and durably, the situation in present - day Eur- ope," he said. Mayor Schutz. a close advisor to West German chancellor Willy Brandt, was the keynote speak- er at the University's summer commencement exercises. The German official made his remarks as the big-four powers, now in their seventeenth month of talks on the Berlin situation, are reportedly near agreement. At a press conference follow- ing his speech, Schutz outlined "three essential points" on which he said agreement would have to be reached with. the Russians prior to a Berlin settlement. "We must be able to see our friends and relatives in the Ger- man Democratic Republic (East Germany); we must have access, free of chicanery, to West Berlin and there must be recognition of the ties between the Federal Republic of Germany (West Ger- many) and West Berlin", he said. He expressed guarded opti- mism that all these conditions would be met, citing what he termed "a new realism" on the part of the Soviet Union. He declined to speculate on the causes for such an' attitude, "I don't know their motives," he said. "Satisfactory settlements are settlements with peace in mind. We do not delude ourselves: these settlements do not represent all- embracing general peace: they are settlements for more peace. They are, in other words, mere- ly improvements, they are not solutions. This does not mean genuine peace but a step in the direction of peace.' While he was far from regard- ing Berlin as the center of the universe. Schutz said, "Ber- lin's problems are global just as those in South East Asia and the Middle East and those between North and South are global. "It is not in the interests of Berlin alone, it is in the inter ests of the world for the long- standing East-West confronta- tion to be at least essentially brought to an end and for Berlin not to remain as a remnant of the cold war."
