In another development, North Vietnamese sappers blew up five U.S. helicopters in a swift, predawn raid on an allied base 30 miles north of Saigon. Field reports said the new South Vietnamese drive swept to within Snuol, a rubber plantation town 10 miles inside Cambodia and 9 miles n"*h of Saigon. The South Vietnamese were driven out of Snuol nearly two months ago with heavy casualties. THE UNITED TRANSPORTATION Union rejected as "nonsense and aggravation" the Labor Department's request yesterday for binding arbitration to settle a strike against four railroads. Meanwhile, Nixon administration sources expressed cautious hope oftetting negotiations back on the track before the walkout, crip- pling 20 per cent of the nation's rail traffic, spreads further. A SUCCESSFUL FIRING of the Apollo 15 main rocket engine yesterday cleared the American spacecraft to continue toward a moon landing. The astronauts made the tests some 132,000 miles from home to or~irm that the two electrical circuits which power the engine worked satisfactorily. Alternatively, exempting legis- lation could be introduced in Lansing, he says, to annex the site "whether the locals like it or not." The locals don't like it. At a series of hearings held recently residents of Pittsfield Township have expressed strong opposition to having a jail lo- cated within their community, Harvey, sympathetic to the qualms of the residents, says "I don't care where the new jail is, just as long as there is a new jail." Captain Fredland feels the fears of the residents are based "on a lot of misconceptions." However the dispute over the site of the new jail is resolved, Fredland and Owings both feel that it could be several years before the ground is broken and construction of a new facility begun.
