"We had a recreation cell," Ow- ings explains, "but we're so over- crowded now that we had to move the equipment out and move men in 'there." For a trustee, however, life in the jail need not he too had. Sit- ting back in a chair in the jail's library, one trustee recalled his spell in the Wayne County Jail. He was there for two weeks. The women in the jail have the same privileges as trustees; tole- vision and open cell doors from 6 a.m. to 10 p.m. They are un- der the supervision of matrons, not turnkeys - 'All you need is one broad to yell 'rape' and you've got problems," explains Owings. But the women, too, have no recreational facilities beyond their television set. They ire pe - mitted to write letters, and like every other inmate, may each week, make a two-minute phone call and see one visitor. The overcrowding so preva.ent in other parts of the jail is not apparent in the women's .ection, where only three out of eight available spaces are currently filled. The figures for the men's por- tion of the jail are not so heart- ening. Almost all the 127 vacan- cies are, ordinarily, filled. WhiW the jail is overcrowded and its prisoners suffering from a lac, of the basic facilities they require, not only for confinement, but for rehabilitation and eventual inte- gration into society, plans for the construction of a new jail are hampered by community oppou* tion and legislative hurdles. Sheriff Harvey wants to build a new jail on the same site as the headqsiarters for his road patrol, located seven miles east of Ann Arbor on Hogback Road in Pitts- field Township. State law, however, requiit that the jail be located within the city limits of the county seat, Ann Arbor. Captain Fredland sees two possible routes for circumvent- ing this problem.
