If the House does approve ad- ditional spending, the measure would be sent to a House-Senate conference committee w h i c h would probably offer a compro- mise measure exactly between the two p r o p o s e d spending levels. Attached to the Higher Edu- cation Bill are a number of re- strictions placed by the state on students and universities in the state system. One stipulation states that "no waiver of tuition fees shall be granted by any institution of higher education." This seems to be specifically addressed to the University and other state colleges in which tuition waivers for underprivileged s t u d e n t s have been "requested.. Other "riders" call for colleges to take action against students convicted in campus demonstra- tions. These include: -Issuing "a full report of any incidents that result from any physical violence or destruction of property including the total damages in dollars incurred. Further, such reports will in- clude the number of students arrested and classes missed due to strikes, boycotts or demon- strations;" -Revoking state scholarships or tuition grants to any student convicted of a penal statute stemming from campus demon- strations; -Firing University employes convicted "of the offense of in- terference with normal opera- tions of any public institution of higher education;" and -Expelling students who "cause willful damage to public property on a campus or other facility of a college or univer- sity." The proposed measure would provide the University's Dear- born campus with an allocation of $2.84 million-as opposed to the $2.74 million suggested by the governor. The committee also raised Milliken's proposed $2.53 million recommendation for the Flint campus to $2.65 million. Dearborn and Flint had re- quested $2.71 million and $3.40 million respectively.
