Sens. John V. Tunney, D-Ca- lif., and Roman L. Hruska, R- Neb., said yesterday the bill would give basketball the same limited exemption from antitrust laws as that granted by Con- gress to professional football in 1966. In a letter to other senators, they said professional basket- ball is in "grave and imminent trouble."
