Moroccan diplomats in Libya were reported to be under Similar conditions. ARAB COMMANDO SPOKESMEN in Jordan say the Jor- danian government has begun an all out offensive against their positions in the country. Government troops forced Palestinian guerrillas out of five villages in northern Jordan yesterday according to radio stations in the capital. 3 The government claims the action is a result of harassment of local farmers by guerrillas. DAVID BRUCE, U.S. negotiator at the Paris peace talks will be replaced by William Porter, now ambassador to South Korea, it was announced yesterday. In making the announcement, White House sources denied $"eculation that President Nixon was dissatisfied with Bruce's performance as a negotiator. Reasons of health were given for Bruce's departure. THE PEOPLE'S REPUBLIC OF CHINA is willing to enter into an international conference on Vietnam if it were in an "Asian framework", the leader of Austrailia's Labor party said yesterday. ' Party leader Gough Whitlam msade the statement on his return from 12 days in China where he spoke with Premier Chou En-ai and other Chinese leaders. "The Chinese are quite wilng to participate in any renewalt of the Geneva Convention" on Vietnam, Whitlam said. THE SENATE yesterday sustained President Nixon's veto of a $5.6 billion public works and economic development bill, spur- ning Democratic appeals to at least rescue a $2 billion building program designed to create jobs. The vote, 57 to 36 in favor of overriding the veto, was five short of the two-thirds vote necessary to pass a bill over the presi- dential veto. It was the fifth time a Nixon veto had been upheld. The suit names Atty. Gen. John Mitchell, FBI Director J. Edgar Hoover and Special Agent Joe Jamison, the head of the FBI in Philadelphia, as defendants, in their official capacities and indi- vidually, The complaint charges that the FBI acted for the purpose of "chilling and punishing the con- stitutionally protected political rights of the plaintiffs . . ." The FBI had no comment. An 18-page brief filed by the group charges the FBI with il- legal and unconstitutional physi- cal violence; threats; excessive a n d continuous surveillance; searches, seizures, arrests and limitations on freedom of move- ment, electronic surveillance; in- timidation of friends, neighbors, relatives, employers and asso- ciates; and denial of the right to counsel. According to the brief, the FBI undertook the harrassment begin- ning about April I, "allegedly in- vestigating" the theft last March of files from an FBI office in Me- dia, Pa. Parts of those files have been turned over to the news me- 'dia including the Daily. One document reporting on an FBI conference in Washington said interviews with the New Left "are in order for plenty of rea- sons, chief of which are it will enhance the paranoia endemic in these circles and will further serve to get the point across there is an FBI agent behind every mailbox."
