Page Six THE MICHIGANDAILY Wednesday, June 16, 1971 Senate debates whether to end war by Dec. 31 WASHINGTON () - The Senate debated yesterday whe- ther total U.S. withdrawal from Indochina by Dec. 31 is logis- tically possible and will vote Wednesday on the McGovern- Hatfield amendment to cut off funds for U.S. operations after that date. All indications were that t h e measure, sponsored by Sens. Mark Hatfield (R-Ore.) a n d George McGovern (D-S.D.), will be defeated by a margin similar to the 55-39 vote against it last year. The House, meanwhile, took up the military procurement bill to which a similar amend- ment is to be offered on Thurs- day. It is not expected to come close to enactment there. In the Senate, Sen. Lawton Chiles Jr. (D-Fla.), offered a substitute proposal to extend the withdrawal deadline to June 30, 1972, and provide that the limit be lifted if the Presi- dent says satisfactory arrange- ments for the freedom of U.S. prisoners are impossible. Chiles conceded it might be opposed by both the Nixon ad- ministration and the McGov- ern-Hatfield supporters. The President remains oppos- ed to any troop withdrawal- deadline. Democratic Leader M i k e Mansfield said the publication of Pentagon papers showing how the United States became involved in Vietnam has chang- ed some Senate minds on t he amendment. Asked if it had a chance, the Montana D e m o- crat replied, "I hope so." Sen. Barry Goldwater said the total American withdrawal sought in the amendment by the end of 1971 is not logisti- cally possible. Even if every ship and plane were used, the Ari- zona Republican said, "We couldn't move that many men' in that length of time. It would take nearly a year to trans- port that many men." Hatfield disputed Goldwater. He said three members of the Center for Naval Analysis had made a study of the logistics of withdrawal by Dec. 31, and concluded that withdrawal by that date was entirely possible and also the safest method for disengagement. He said that one of the reasons why the American people doubt what the government tells them about the war is that they believe they've been misled in the past. Rogers said yesterday he feels the North Vietnamese are demand- ing abandonment of basic U.S. Vietnam policy as a ransom price for American prisoners. This the U.S. cannot do, he said. Accusing Hanoi of trying to use U.S. prisoners of war to achieve its war goals, Rogers told a news conference: "Ob- viously the United States - al- though we have tremendous concern for the prisoners - cannot lose sight of our na- tional purposes and we cannot abandon our national objec- tives to pay ransom."
