"First you have to get recogni- tion of your principles-and we have, because they (DOD) have indicated they will make pay- ments to colleges, Eventually you will get a meeting of the minds." But in Williams' opinion, the bill will not be approved in the House for quite some time. "They usually don't approve ap- propriation bills the first time they are brought up," he ob- serves. The bill is the result of the combined lobbying efforts of about 300 colleges and univer- sities including the University) which have ROTC programs. "The eventual settlement will probably provide too much money for some schools and not enough for others because of differences -in their programs," Williams says. "With 390 institutions to deal with, they can't make indivi- dual settlements-they have to have a formula," he adds. All in all, Williams seems quite willing to wait for a good settle- ment. "You forget," he says, "that even though many stu- dents and other people on the campus oppose ROTC, a broad base throughout both the nation and the state support ROTC."
