variance" in state funds is much
greater this year than in any
previous year he can recall since
he came to the University in 1962.
Although past estimates of
state appropriations have been
fairly accurate. Lesch says the
University isn't really "certain
within several million dollars this
year."
Milliken had suggested a 6.5
per cent hike in academic sals
ries for all state institutions - as
opposed to the approximately
nine per cent increase the Uni-
versity had unofficially informed
the staff it would shoot for.
Recently, however, state civil
service employes won an 8.1 per
cent pay increase for the n caing
fiscal year. Thus with the pre-
cedent set, it may be difficult for
the Legislature to convince other
state employes to accept a smal-
ler increase.
Compounding this situation is
uncertainty over the financial po-
sition of the state. While the Leg-
islature seems to have resigned
itself to the fact that there will
be tax increases this year, no one
seems to know how high the tax
hike will be, or when it will start.
A substantial tax increase
could free more money for high-
er education, but more likely, the
increase will only be sufficient
to help cover the present finan-
cial committments of the state.
