The legal services program
would include a "legal defender
program", which would work to
improve the administration of
justice to residents of the Model
Cities Neighborhood, to increase
awareness among citizens of their
rights as citizens, and to pro-
vide low-cost legal servics on a

priority basis to Model Neigh-
borhood residents.
The bail bond program, in ad-
dition to the goals of the legal
services program would provide
bail bond and release on recog-
nizance services at a reasonable
fee structure on a priority basis
to Model Neighborhood residents.
Improving and providing re-
creation and leisure tine activi-
ties, as well as creating a pro-
cess for experience in decision
making and enhancing the know-
ledge of youth in the Model

Neighborhood area about the
city's various private and public
institutions is the aim of the
youth recreation program.
A proposed zomnmunity insti-
tute would serve students in thc

tutorial service and to prepare
dropouts for return to conven-
