AP News Analysis WASHINGTON - A signifi- cant majority of the Senate has taken a stand in favor of a change in the European status quo, even though President Nix- on succeeded in routing the ef- fort to force a cut in U.S. troop strength in Europe. Although no individual troop cut proposal received more than 36 votes, so me 60 of the 100 senators voted either to require a cut or to urge one. Others made clear in debate that, though they felt it would be a rebuke to Nixon to support any of the reduction proposals now, t h e y feel this country's European allies must take on a greater share of the North At- lantic T r e a t y Organization (NATO) defense burden. "The time is long past due for many of our European allies to understand that we have been acting as an umbrella over Eur- ope for many years," Sen. Peter Dominick (R-Colo.) told the Senate. "We should let them know in no uncertain terms that the peo- ple of the United States in terms of balance of payments and in all other terms are get- ting a little tired of this par- ticular situation," he added. But Dominick withdrew his proposal for a resolution stating congressional belief that U.S. troops in Europe should be re- duced, and he was one of the 28 Republican senators who stood firm against any reduction move. Dominick said he might still offer the proposal, but an aide indicated he would wait to see if Thursday's announcement of U.S.-Soviet progress at t h e Strategic Arms Limitation Talks (SALT) would lead to a more general East-West dialogue in- cluding mutual troops cuts. President Nixon announced yesterday that the U.S. and So- vet Union have agreed to con- centrate on working out an agreement for the limitation of the deployment of antiballistic missile systems (ABM) and that with concluding such an agree- ment, they will agree on certain measures with respect to t h e limitation of offensive strategic weapons. Others are also watching, and not only the SALT talks. Demo- cratic leader Mike Mansfield mestioned the NATO foreign min- isters meeting in Lisbon, in early June, and the defense minister's sessions in Brussels, the follow- ing week. He was asked if he might re- introduce his proposal for a 50 per cent U.S. troop cut when the defense appropriations bill comes before the Senate in the fall. Mansfield said he felt he had achieved his minimum effort of putting the issue before t h e Senate, the nation and the NA- TO allies. Democratic aides, meanwhile, laid defeat of the Mansfield amendment to the White House lobbying campaign. O n 1 y five Republicans voted for Mans- field's proposal, fewer than his backers had counted on. In fact, only 16 Republicans voted for any of the reduction proposals and of these, 10 voted only in favoc of the wveakest of the lot, the bipartisan proposal by Sens. Charles Mathias Jr. (R-Md.), Jacob Javits (R-N.Y.), Hubert Humphrey (D-Minn.), and Adlai Stevenson III (D- Ill.), urging U.S. talks with the NATO allies and the Commun- ists on troop cuts. Mansfield made clear the is- sue would be raised again un- less the administration acts. Wednesday's votes may e v e n have strengthened Mansfield's position over the long run to force a cut, after nearly a quar- ter of a century, in the U.S. European force.
