The judges issued the decision upholding a suit brought be- fore them Jan. 25 by several jail inmates on behalf of the entire jail population. The judges, who visited the jail twice during the suit and heard weeks of testimony from inmates and experts, are reserv- ing jurisdiction in the case in order to consider the plans they ordered submitted to them. They also said they reserve the right to appoint "monitors" to s e e that the court's orders are car- ried out. The county commissioners are expected to appeal the decision.
