The proposal would restrict she
ability of a convicted person to be
freed on bail pending appeal and
would give the government the
right to appeal release orders.
Preventive detention would be
ordered by courts on the basis of
four criteria, establishing the per-
son as dangerous, Atty. Gen. John
N. Mitchell said in a letter to House
Speaker Carl Albert, D-Okla.
These would be:
-A defendant who had been con-
victed of a felony within the past
10 years.
-An offense a allegedly coic.-
mitted while the defendant was free
-Probation or parole from a fel-
on bond.

a drug addict.
-When "the government cer-
tifies by motion that based on such
persons pattern of behavior, con-
sisting of his past and present con-
duct and on other factors, there
is no condition or combination of
