Senate approval of the cut, proposed by Majority Leader Mike Mansfield of Montana. Would be a "mistake of historic proportions" and would signal the end of the North Atlantic Treaty Organization, Rogers said. The secretary of state said a unilateral cutback by the United States also could jeopardize chances of negotiating with the Com- munists on military disengagement in central Europe-a possibility raised earlier Friday by Communist party chief Leonid I. Brezhnev. THE MARINE CORPS FRIDAY ordered a general court martial for a young sergeant accused of desertion and aiding the enemy while a prisoner of war in Vietnam. Sgt. John Sweeney is accused of leaving his company in Quang Tri Province "with intent to avoid hazardous duty, namely ground combat against the enemy," and remaining "so absent in desertion" until Aug. 31, 1970. He is also accused of aiding the enemy. while a prisoner of war between Feb. 22, 1969, and Aug. 24, 1970 by preparing statements "disloyal to the U.S. and making radio broadcasts "to the benefit and aid of the said enemies of the U.S." THOUSANDS OF SOUTH VIETNAMESE troops have launched a new two-pronged drive in eastern Cambodia with the full range of U.S. air support, field reports said yesterday. Field commanders said the objective of the operation is to disrupt a complex of "Communist command and control facilities, headquar- ters and training areas" used to carry out operations in South Viet- nam's Hau Nghia and Long An provinces to the west of Saigon. There has been a sharp increase of communist activity. THE FBI OB'TAINED a warrant for Leslie Bacon's arrest yes- terday and said it has an undercover man ready to testify against her in a plot to firebomb a First National City Bank branch here. Bacon, 19. currently is under questioning by a Seattle, Wast., federal grand jury as a material witness in the March 1 bombing of the U.S. Capitol in Washington. The grand jury also has inquired into the Dec. 4 attempt to firebomb the branch bank at 91st Street and Madison Avenue. PRESIDENT ANWAR SADAT of Egypt formed a new govern- ment yesterday completing a 24-hour political purge that included the arrest of six former Cabinet members he said plotted to over- throw his government. Egypt's official news agency said Mahmour Fawzi will continue as prime minister and Mahmoud Riad as foreign minister, indicating there will be little change in Sadat's dealings concerning Israel. Gen. Mohammed Ahmed Sadek, the chief of staff, was named war minister and commander in chief. He was also promoted to full general. THE PEACE MOVEMENT is targeting military installations across the country today in an effort to turn Armed Forces Day into a counter celebration against the Vietnam war. The primary activity planned is off-base rallies, with some pos- sible picketing.
