Page Nine' Thursday, July 20, 1972 THE MICHIGAN DAILY Mishandled pacification Sprogram funds reported WASHINGTON (A') - Federal auditors told Congress yester- day they found loose control and a lack of reliable account- ing in U.S. funding and man- agement of the South Vietnam pacification program. The report of the General Accounting Office, (GAO) an auditing arm of Congress, con- cerned a management device called CORDS, for Civil Oper- ations for Rural Development Support, set up in 1967 to con- solidate administration of U. S. support for pacifications. Neither the Pentagon nor CORDS has developed a report- ing system providing reliable in- formation for budgeting funds needed for the programs or for measuring the aid already pro- vided, GAO said. "CORDS estimated that the cost of deliveries to regional and popular forces, a major element of CORDS activity, to- talled $1.8 billion" for 1967 through 1971, but "GAO be- lieves that the actual costs were approximately $900 million - a 50 per cent difference," the auditors added. "No effective controls were set over commodities provided to war victims. GAO said. For instance, GAO said it found about 13,000 tons of food valued at nearly $3 million had spoiled in warehouses near Sai- gon, and 55 sewing machines had been given to ineligible re- cipients such as Vietnamese senators and the mayor of Sai- gon. MICK ARRESTED: Suit planned against Stones BOSTON (P) - A newspaper publishing company yesterday announced plans to file a civil suit against two members of the_ Rolling Stones traveling party after a. skirmish with a photo- grapher and police which delayed a Boston concert for five hours. The Providence Journal Co., publishers of Rhode Island's two largest newspapers, said t h e suit would be filed against Roll- ing Stone Keith Richard a n d Stanley Moore, a member of the entourage which is touring North America. The suit stems from a disturb- ance Tuesday night at a Rhode Island airport which temporarily landed five members of the Stones party in a Warwick, RI., jail. The Stones said yesterday they were innocent of all charges and pledged to deliver their second Boston concert last night on schedule. Another packed house was expected at Boston Garden. Two Stones, Mick Jagger and Richard, and three members of their traveling entourage have been ordered to appear in War- wick District Court in Rhode Is- land Aug. 23 to answer charg- es stemming from a brawl with the photographer, Andy Dicker- man and Warwick police. The five were released from custody in Warwick after Boston Mayor Kevin White said if the Stones weren't rolling toward his city soon he'd have trouble con- trolling the 15,509 who had come to hear the musicians, The crowd waited, until near- ly 1 a.m., passing rubber f o o v- balls and generally heeding White's plea for calm. In an 11:30 p.m. appearance before the packed house, White pledged to keep public transit running through the night a n d said he was cutting security sfrc- es in half. Police at the Garden were needed to put down a third con- secutive night of violence tn the city's South End. During the 75-minute perform- ance, the 29-year-old Jagger, clad in a purple jumpsuit laced with rhinestones, told the crowd the Garden "is better than War- wick." "Our thanks to the Mayor of Boston," Jagger said.
