The Pentagon said Secretary of Defense Melvin R. Laird has ordered that these ex-GIs may now request a review of their cases. The order does not--apply to those men punished for selling drugs. The Senate unit hits welfare irreglarities WASHINGTON (/) - T h e Senate Finance Committee yes- terday adopted additional new provisions in the Social Secur- ity - welfare reform bill de- signed to strike at welfare cheating. One would eliminate a regula- tion of the Health, Education and Welfare Department that per- mits a welfare applicant siply to file a declaration and go on the rolls. The new rule required that the applicant offer evidence of eli- gibility. Another rule specifies that all welfare cases be investigaved thoroughly for eligibility every two years. A third regulation w a 1 1 d penalize states which pe-:mit large numbers of ineligibles to get on their- welfare rolls. Under this provision, a state which permitted ineligibles to exceed 3 per cent of its total caseload would lose one per- centage point of federal match- ing for each percentage point of ineligibles above 3 per cent. The committee said it believed the level of ineligibility naLion- ally exceeded 5 per cent. Laird's order was similar to one issued last August covering administrative discharges grant- ed under less than, henoraule conditions because of pososession or use of drugs. The latest rul- ing was to bring punitive dil- charges into line with that pol- icy, the Pentagod said. Officials said the new ruling affects only about 200 men who received bad conduct or dis- honorable discharges for drug use before July 7, 1971. The armed forces have since stopped issuing dishonorable dis- charges solely for drug use or possession.
