Koza, who has been around the University for 12 years, has had ample time for frustration to build until it forced him to take positive action -- starting a campaign to win a seat on the University's Board of Regents. Although Koza will complete his studies before the Demo- cratic State Convention in Au- gust, he plans to challenge At- torney General Frank Kelley's ruling that prevents students from seeking college govern- ing board seats. The ruling which he terms "bad law and bad politics", was made when aRWayne State stu- dent ran for Regent in 1966. He says the ruling is bad law be- cause it adds qualifications to a previously defined constitu- tional office. If the Kelley ruling is over- turned, the door may be opened to undergraduates running for Regent, Koza claims. The basic obstacle to solving these problems, as Koza sees it, is the "fundamental structural problem" of the regental board. He compares the structure of the Regents to that of "a city council made up of non- residents who come to town once a month and meet in secret to make decisions which affect the entire community." "There's something wrong when the people being governed have no voice at all in the gov- erning board," Koza adds. According to Koza, The Board of Regents is currently made up of older members who live out- side Ann Arbor and may not be interested in educational prob- lems. Compounding the problem, is that the information the Re- ent dt orecsive in limited to that given to them by Univer- sity officials. Regents rarely get advice from students, who may be more knowledgeable about University problems, he says. "They've made their own job harder by their lack of con- tact with students," Kola ex- plains. More mingling of Regents, students and faculty may help, but Koza emphasizes that com- plete restructuring of t he board is the only way to solve the problem. Koza has proposed a long term plan which would hope- fully eliminate the information gap between the governors and the governed. The plan provides for a 12- member Board of Regents com- posed of 4 students elected by students; 4 faculty members elected by the faculty; and 4 public members chosen in a statewide election.
