(AP) - Sen. Clairborne Pell (D-R.I.) says he believes American military forc- es have ued advanced rain-mak- ing technology to cause flood- ing and death in Vietnam. "I strongly believe clouds have been seeded in Southeast Asia for military reasons. There is little doubt in my mind, but I cannot go any farther than that," Pell said in an interview pub- lished Sunday by the Providence Journal. The Rhode Island Democrat, a member of the Senate Foreign Relations Committee, has intro- duced for Senate consideration a draft of a treaty to ban all weather and climate modifica- tion activities as weapons Pell said he believes the mili- tary began in 1966 to seed clouds to clear them away for bombing of targeis in North Vietnam. He said he believes that seed- ings with other types of chemi- cals produced rains that wash- ed out North Vietnamese infil- tration routes and caused floods which caused thousands of deaths.
