A dispatch from Hanoi's official Vietnam News Agency claimed another U.S. warplane was downed yesterday north of Hanoi. Little significant ground ac- tion was reported in the South, where high-ranking officers say there is no evidence the com- munists are short on supplies despite the air strikes and the mining of North Vietnamese harbors. Meanwhile, after 67 days, Sai- gon claims that the seams of the North Vietnamese siege over An Loc are starting to burst. . A trickle of refugees began leaving the devastated province capital at dawn yesterday when they heard the road south was open to civilians. This trickle soon became a flood of 10,000 people scurrying over broken bridges, past bomb craters and burned-out vehicles, to govern- ment lines. Inside the city, Vietnamese airborne troopers, who linked up last week with the embattled de- fenders, were probing gingerly at North Vietnamese strong- points, particularly a rubber- processing plant where tanks and infrantrymen are still dug in. "The siege will be over when Route 13 is open,' said the senior American adviser to the 21st Division, Col. Ross Frank- lin. "I know we have made many incorrect- predictions in the past. But I feel we have a grip on it at last. Give us two, three more days, then we'll punch through." The refugees who started out from An Loc at dawn got through anyway, covering the 12 miles from An Loc south to a fire base near Chon Thanh in about eight hours in the searing sun. However, the Pentagon counts only those personnel actually in Vietnam in its troop totals for the war zone. Pentagon spokesman Jerry Friedheim would not discuss specifics, but said it was likely that several Air Force and Ma- rine air units would be moved from Danang to Thailand in the coming weeks. Pentagon sources reported Saturday that the remaining four Air Force and three Ma- rine F4 Phantom fighter-bomb- er squadrons at Danang will be re-assigned to bases in Thai- land at Nmam Phong, Karat and Tah Li. Friedheim said the move will allow Gen. Creighton Abrams, the U.S. Commander in Viet- nam, to send home some of the ground troops providing secur- ity at Danang, which the sourc- es said is to be turned over to the South Vietnamese Air Force.
