Castro left Cuba early last month for a grueling nine nation tour. He was due to climax his trip with a two-week stay in the Soviet Union. Sources said that Castro's intensive program may have to be "re-examined". THE AIR LINE PILOTS ASSOCIATION (ALPA) ordered its members on 36 U.S. airlines yesterday to refuse to fly to nations that provide sanctuary for air pirates. ALPA president John O'Donnell called also on other American union leaders to arrange for their members to withdraw service to all air and ground carriers of such nations. Cuba has consistently granted refuge to hijackers, but as there is no regular U.S. airline service to Cuba the boycott would be academic there. Some Arab states also have welcomed back nationals who com- mitted air piracy in the name of attacks on Israel or on friends of the Jewish state. An ALPA spokesman said the new boycott is not retroactive - it is in the form of warning to countries, including Algeria, that may be considering granting sanctuary to hijackers. SECRETARY OF DEFENSE Melvin Laird said yesterday he could not support the U.S.-Soviet arms-limitations agreements if Congress rejected funds for a new missile-firing submarine and other U.S. offensive weapons. "Without the support of the Congress for these offensive strategic systems," Laird told newsmen, "we would place the security of the United States and the safety of our people in jeopardy. And we would be in a position where we could not look forward to success in fur- ther negotiations." Laird said, however, he would not urge President Nixon to with- hold final approval of the Moscow agreements until Congress ap- proves money for the new weapons.
