Willow Run refuses to run: A
morass of legislative confusion

However, Sen. Jack Faxon
(D-Detroit) defines the state role
differently. "I think it is dis-
honest ecause it is a subter-
fuge using state funds, and it's
immoral for -state funds to sup-
port war (research) activities."
A legislative "jam-up"' may
be the cause of the delay, ac-
cording to Glen Allen, an aide to-
the governor. He also felt that
the issue would not e dealt
with before the summer recess.
Yet, Sen. Gary Byker (R-Hud-
sonville), vice-chairman of the
Senate Appropriations Commit-
tee, which will handle the Wil-
low Run affair said, "They (the
University) haven't come up with
anything concrete."
The plan now being consider-
ed, however, would not actually
need legislative approval. Ac-
cording to Allen, the funds would
come from the state's pension
fund which is often used for in-
vestment purposes. However,
Allen said, "We would like to
have the legislature's approval
first."

however, says, "We can't wait
forever. We've given the state
every evidence of good faith in
our discussions. We haven't talk-
ed to any others sout arrange-
ments until we got a final wrd
from the state. But, we can't
wait much longer."

delay as "a budget hangup" in
the appropriations committee. In
addition, House Majority Leader
Marvin Stempien (D-Livonia)
said, "It is a matter of fitting
the request i n t o the total
budget." Neither, however, men-
tioned any loan.
The Regents in their resolu-
tions and statements have clear-
ly indicated that they want to
resolve the classified research
controversy by the end of the
year.

mental issue. We can wait."
