U.S. govt. reports rise
in economic indicators
WASHINGTON (M - The nation's economy may be
growing stronger, according to the commerce department's
leading economic indicators.
The department reported yesterday that. its monthly
composite index of indicators gained 1.4 per cent in April
on top of an upward-revised 1.9 per cent in March. The
March increase, earlier reported to be 0.9 per cent, proved
the biggest in a year.
The indicators are designed to foretell general eco-
nomic movements, but their reliability as a precise mea-
sure of the economy's
strength is widely ques-
tioned.

Indicators were up for the
average work week, claims for
unemployment insurance, dur-
able goods orders, contracts,

per cent of the 1967 average. It
has risen in 17 of the last 18 M1.F
months and by an average of

years to remain hidden from
the public was proposed yester-
day by Rep. William Moorhead,
(D-Pa..
Leaks and publication of the
Pentagon Papers and other sec-
ret documents revealed "glaring
examples of overclassification,
needless classification, malad-
ministration and a general
breakdown" of the security sys-
tern governed by presidential
orders, said Moorhead, chair-
man of the House government
information subcommittee.
Moorhead introduced legisla-
tion to replace presidential di-
rectives on classifying docu-
ments and to fight bureaucratic
tactics of withholding informa-
tion from Congress.
He called for setting up a
nine-member independent reg-
ulatory body and giving it ex-
tensive power over the security
classifying system of the exec-
utive branch.
Under the bill, 13 executive
departments and agencies would
have classification authority,
and there would be strict limits
on who could use it. Top-secret
stamps would go only to top

Atomic Energy Commission.
