George McGovern and Hubert Humphrey, c a m - paigning yesterday in California for the June 6 primary, debated the government-guaranteed $250 million loan to Lockheed A i r - craft Corp., one of the state's big employers. McGovern, in San Diego after primary victories Tuesday in Oregon and Rhode Island, con- tended that the government's financial backing of Lockheed is detrimental to California aero- space workers. He added that "if the loan had not gone through, Lockheed would have gotten a new man- ager. There's no evidence that workers would have lost their jobs." Humphrey, campaigning in Los Angeles and Anaheim, de- fended the Lockheed guarantee, which he voted for in the Sen- ate and McGovern against. More than 71,000 persons work for Lockheed and its subcontrac- tors, most of them Californians, Humphrey stressed in a speech in Anaheim. He argued that the loan saved the workers' jobs. Congress approved the Lock- heed loan for continued develop- ment of the Tristar airliner after Rolls Royce of England - sup- plier of engines for the plane- ran into financial troubles. Humphrey also denounced Mc- Govern's program for $32 bil- lion in defense cuts. "Not only are Sen. McGovern's proposals a serious threat to the security of the nation, but they are in- deed a direct threat to the eco- nomic security of working fam- ilies and the economic viability of the state of California," Hum- phrey said. Humphrey added that if he were elected president he would main- tain "a middle ground of re- sponsibility with security by trimming waste in the defense system, but without severe cuts unless there are corresponding arms reductions by the Soviet Union."
