BONN (A) - Chancellor Wil- ly Brandt reached a compromise with opposition leaders yester- day for passage of his East- West treaties, but the deal fell through hours later because of a negative Soviet reaction. Rainer Barzel, leader of the opposition Christian Democrats, said his party would oppose the treaties if they came to a par- liamentary vote today as had been planned. A spokesman for Brandt's regime acknowledged "difficulties caused by the Sov- iet reply."
