Lester Maddox, a segregation- ist seeking to return to the gov- ernor's mansion, took an early I e a d in yesterday's 12-man Democratic gubernatorial pri- mary, but appeared destined for a runoff. T w o candidates appeared deadlocked in a race for second place and a spot on the Sept. 3 runoff ballot if Maddox failed to get 51 per cent of the vote. They were Calhoun banker Bert Lance, 43, and State Rep. George Busbee, 47, of Albany. With 247 of Georgia's 2,200 precincts counted, Maddox cap- tured 30,810 votes, or 39.5 per cent, while Lance had 16,502 or 21.1 per cent,. and Busbee had 15,147 or 19.4 per cent. In the five-roan Republican gubernatorial primary, Macon Mayor Ronnie Thompson took the lead with 1,362 votes, or 45.5 per cent, leaving the other candidates far behind. Maddox, 58, a former gover- nor who campaigned briefly for the Democratic presidential nomination in 1968, was elected lieutenant governor in 4970 af- ter the courts rejected his chal- lenge to a law prohibiting him from succeeding himself as governor. Fannin, in a Senate speech, nominated Goldwater, and Sen. William Roth (R-Del.) suggest- ed his predecessor, former Sen. John Williams (R-Del.).
