At noon today, the presidency will quietly be turned over to Gerald Ford in a simple White House ceremony. "I have always tried to do what is best for the nation," Nixon said beginning his low-key, almost dispassionate' announcement that he would become the first President ever to resign from office. Thus only four minutes into his speech, Nixon made official what had been known in Washington for hours. "I have never been a quitter," he began. "But as President I must put the interest of America first. America needs a full-time President and a full-time Congress. "-To continue a fight for personal vindication," Nixon said, would take too much time of the Congress and the administration.
