international TOKYO - Japanese voters sharply rebuked Prime Minister Kakuei Tanaka's conservative government on Sunday for failing to curb in- flation - and for the excesses of big business. In its first major race since the Arab oil squeeze and soaring prices which followed, Tanaka's ruling Liberal-Democratic pa r t y was running short of its old majority of 134 in the largely ornamental upper house of the Diet, or parliament, while his Socialist-Com- munist critics picked up new strength. But whichever way it went, the voting could not affect Tanaka's rule, which is solidly based in the law-making lower house, the House of Representatives. National WASHMNGTON -- President Nixon has ruled out a tax increase and mandatory economic controls and launched instead a jawboning campaign to restrain inflation, administration officials say. White House Deputy Press Sec- retary Gerald Warren said Nixon would take whatever steps he deems necessary to deal with inflation. But officials scotched any thought that the options Nixon is considering include a tax increase or a return to manda- tory wage-price controls.
