In the news this morning International MOSCOW - The Soviet Union yesterday awarded the Chemical Construction Corp. of New York a contract valued at more than $200 million to design and equip four am- monia plants in Russia. The U. S. Embassy said it was the largest Soviet order ever given to an America firm. Chemico President Thomas Gibian said in New York that all the equipment for the plants - including steam turbines, compressors, boilers and towers- will be purchased in the United States. When completed, the complex will be the largest of its kind in the world with an annual produc- tion of 1.8 million tons, the company said. State WEST BRANCH - The winning state lottery numbers picked yesterday were 645 and 563. The second chance numbers were 853 and 103. LANSING - The state House, in a complete turn-about from action taken Monday, voted yesterday to let the voters decide in Novem- ber whether to lower to 18 the minimum age for state officeholders. On an 81-17 vote, the house reversed a 52-47 vote Monday to accept a house-Senate compromise proposal which has passed both houses in different versions.
