Editor's note: Peter Eckstein has announced his candidacy for state senate in the 18th senatorial dis- trict. He wili run in the August 6 Demooratic primary to oppose in- cumbent Sen. Gilbert Bursiy. This is his position statement. The past year has brought a collapse of confidence in gov- ernment. We have come to see both Washington and Lansing as too often dominated by the rich and powerful, too unfair in how they tax and spend, too sluggish in protecting the pub- lic interest. We can wallow in our disillu- sionment, or we can use it as a springboard for a new and clear - headed assault on the. problems of government, UNDER THE present system big campaign contributors and lobbyists can dictate how the public's business is conducted. We need full disclosure of cam- paign contributions, but we also need limits on how much an individual can contribute or a campaign can spend. We need substantial public fi- nancing of campaign costs, by permitting each voter to ear- mark a few dollars of public funds to support particular can- didates or ballot proposals.
