A $65 million national recruitment campaign began in 1968 to add two million boys to scouting ranks and produce a total of 6.5 million by 1976. But membership was only about five million by the end of 1973 and "Boypower 76" is nearly two years behind schedule, even with a scale- down goal of just six million.
