As they met, Syrian and Israeli planes, tanks and artillery clashed anew on the front. Dovish Premier-Designate Yitzhak Rabin an- nounced he had formed a new Israeli govern- ment to replace Meir's, and that he hoped to name his cabinet in the next few days. Kis- singer flies to Damascus today to see Presi- dent Hafez Assad for the eleventh and prob- ably last time in the month-long peace mis- sion. A troop and arms limitation, and the size of the U.N. peacekeeping force, remain the two principal unsettled issues in Kissin- ger's effort to end the fighting between Israel and Syria, now in its 74th day. State EAST LANISING -- Vice President Gerald Ford said "our Constitution and our. institu- tions will appropriately and fairly handle" national problems ranging from Watergate to the economy. Ford's prediction came as he accepted a Distinguished Service Award at Michigan State University while several hun- dred demonstrators chanted and waved ban- ners both inside and outside the building. If each of us cared just a smidge more about what we do for a living, we could actually turn that inflationary spiral around. Better products, better service and better management would mean savings for all of us. Savings of much of the cash and frayed nerves it's costing us now for repairs and inefficiency. Point two. By taking more pride in our work we'll more than likely see America regaining its strength in the competitive world trade arena.
