Oil riches seen as
weapon in Mideast

Political alchemists in the
Arab world are enchanted by the
idea that a mix of world energy
crisis, dollar troubles and huge
Arab oil incomes can be blended
into a powerful potion for punish-
ing supporters of Israel.
Can the prospect of such a
combination frighten some West
European governments enough
to impel their total disengage-
ment from U.S. Middle E as t
policy? Evidently some Arabs
think so and scent progress in
that direction.

THE EGYPTIANS, in fact,
seem excited by the n'sion that
the variety and scape of U.S.
troubles make this the moment
to seize an advantage. Cairo's
leaders may, for example, be

pean governments - France in
particular - might balk at lay-
ing their economies on the lint
for the sake of continued Israeli
occupation of Arab territory.
Two months ago, the inflsen-
tial Cairo newspaper Al Abram
noted that, "The increase of tae
Arab states' oil income in the
future will be an important factor
in creating a better opportunity
in which the entire West, fore-
most of which is the United Stat-
es, will take the Arabs and their
economic resources into consider-
ation."
As the price on an ounce of
gold soared past the $100 mart
this week, indications were that
much Middle East money w a s
involved in the buying.
EGYPT'S President Anwar Sa-
dat frequently refers to the de-
veloping U.S. energy proble ns
and the possibility of using oil
and oil money to pursti Israel's
supporters.
"We expect the Arab regimes
to do something," said a gue--
rilla broadcast during te recent
Lebanese crisis. "History will
condemn every Arab ruler ho,
in these critical and decisive mo-
ments in the history of our na-
tion, does not take a serious and
practical stand."
Conservative regimes in Saudi
Arabia and the sheikdoms of the
Persian Gulf are fond of their
money, but they are concerned,
too, with their staying power.
Whenever the fever chart rises,
they hurry to make public their
devotion to the all-Arab cause.
SHOULD NEW WAR become
an imminent threat, those rulers
could feel they had no choice but
to apply their considerable re-
sources to the embarrassment of
Israeli's supporters.
