Drinan submits bill to impeach Nixon WASHINGTON (UPI) - Citing the secret bombing of Cambodia in 1969 and 1970, Rep. Robert Drinian (D-Mass.), introduced in the House yesterday the f i r s t resolution calling for impeach- ment of President Nixon. Drinan's bill was not given the privileged status he could have demanded. Had he asked, t he House would have been forced to stop all other business while the impeachment resolution was re- solved. SEVERAL OTHER bills h a v e been introduced in the House since revelations of the Water- gate scandal began that have called for a committee of inquiry Io look into the possibility of im peachment. But Drinan's was the first actual impeachment resolu- tion. Drinan, a Roman Catholic priest, said in a statement, "I have come to the point where I must follow my convictions and my conscience and recommend that the House of Representatives pursue its duty under Article 2 Section 4 of the Constitution which provides for the impeach- ment of the President." Drinan could have sought re- cognition on the floor, and de- manded that the House begin impeachment proceedings. If he had received a second to his mo- tion the business of the House would have been suspended until it decided whether to impeace. IF APPROVED, it would have been sent to the Senate for trial. Instead, Drinan's bill was re- ferred to the House Judiciary Committee, which has been re- luctant in the past to take up the impeachment issue. The House leadership has said it felt im- peachment proceedings w e r e "premature." Asked why he chose not to in- terrupt House. business, Drinan told reporters that "if we had forced the issue now, a lot of people would have sustained him." HE SAID a similar try was made in the 1930s to impeach President Herbert Hoover, but only 11 members voted in favor.
