Senate rejects oil
lawyer's power
commission bid

WASHINGTON 6) - The Sen-
ate has rebuffed President Nixon
on his nomination of a former
oil company lawyer to the Fed-
eral Power Commission.
"Maybe the White House
doesn't understand credibility,
hut we should," said Sen. Philip
Hart, (D-Mich.), as the Senate
voted 49 to 44 yesterday to re-
commit the nomination of Rob-
ert Morris to the Commerce
Committee.
MORRIS supporters said the
action, in effect, kills the nomina-
tion and that his name probably
would be withdrawn."
Morris is a 42-year-old San
Francisco Democrat and Sierra
Club member.
Opponents said Morris' 15 years
experience in a law firm repre-
senting Standard Oil of California
and its suhsidiaries, might pre-
clude his consideration of con-
sumers interests.
THE FOUR members on the
regulatory agency for the oil, na-
tural gas and powers industries
already are firmly industry-ori-
ented, as shown by their approval
last week of a 73 per cent hike in
natural gas prices at the well-
head, the opponents said.

intelligent, honest, experienced,
represents a needed Western
view on the commission, and
would keep the public interest
firmly in 'mind.
THE SENATE last month ap-
proved 65 to 12 the nomination of
former GOP House member Wil-
liam Springer to the FPC. Tun-
ney said Springer had a 22-year
voting record against public pow-
er and pro-consumer bills.
Still, Hart said, since the FPC
would be making some hard de-
cisions on the energy problems
that will not please anyone, it is
essential the FPC has credibility.

Danes want clover,
gov't draws a blank
WASHINGTON (UPI) - If you have 250,000 four-leaf clovers for
sale, the Agriculture Department would like to hear from you.
The agency's Trade Opportunity Referral Service, a division of
its Foreign Agricultural Service FAS, confessed yesterday it had
struck out in trying to fill a request from a Danish firm which wants
to locate a U.S. source of a quarter of a million of the lucky plants
for use in novelty items like key rings.
FAS OFFICIALS said the Danish firm had heard an American
company produces such clovers in a special breeding program. But
the FAS computer bank of information on U.S. agricultural product
suppliers produced only a blank when asked about clovers.
Officials said the data bank has been successful in getting
would-be foreign customers together with American producers of a
wide range of products, and had "linked" buyers and sellers in
$9.5 million worth of sales in its first four months of operations.
But some requests for information run up against a blank
wall. The FAS has not yet, for instance, been able to fill an Icelandic
request for the name of a firm manufacturing home-brew kits.
