with Brezhnev, beginning Saturday,
with little in the way of concrete
agreements.
Still, the two leaders may reach a
number of informal understanding to
establish an atmosphere of trust exten-
ding far beyond Hofburg Palace, the
site of Monday's treaty signing.
The question at the summit is
whether Brezhnev can give Carter
whatever he needs to convince
Congress that Jewish emigration, now
at an annual rate of about 60,00b, is
essentially free.
CARTER WILL also try to make
headway on the treatment of dissidents..
Five prominent prisoners were
released last April in a swap for two
Soviet U.N. aides who were convicted
last year on espionage charges. There
have been reports since then that a
number of other dissidents will be freed
to celebrate the summit and to coax
reluctant senators to cast their votes
for ratification of the SALT II treaty.
In a message smuggled out of
Chistobol prison, Anatoly Shcharansky,
a Jewish computer technician convic-
ted last July of treason, was said to be
in deteriorating health. Carter unsuc-
cessfully intervened in his behalf in the
past.
IN THE SPIRIT of the summit, Car-
ter will appeal to Brezhnev, meanwhile,
for cooperation in promoting peaceful
settlements in the Middle East and in
southern Africa.
Specifically, the United States wants
the Soviets to tone down their attacks
on the Israeli-Egyptian peace treaty
and not to blocksE peacekeeping role for
the United Nations.
Also, Carter probably will urge
Brezhnev to prod Joshua Nkomo and
Robert Mugabe, heads of the Patriotic
Front guerrillas, into negotiations with
leaders of Zimbabwe Rhodesia,
THE VIENNA summit also could
spur a treaty to ban all underground
nuclear weapons test and break im-
passes in three sets of negotiations.
These would curb conventional U.S.
and Soviet arms sales,cut baek NATO
and Warsaw Bloc forces in central
