As all the Regents stood up at the end of the session the protesters also rose together, and WC- CAA spokesman Jemadari Kamara called for a "moment of silence" for the way in which the crowd's concerns had been addressed. The Regents specifically discussed the merits and pitfalls of fast-tracking, or building before the design is finished. Due to a lack of expertise among Board members, they voted to approve the hiring of a consul nt to aid in the interpretation of all the potential effec- ts of fast-tracking. At the same time, the Board reviewed the proposed 1979-1980 University Hospital budget. The Board unanimously approved the proposal af- ter brief discussion. Smith also made a brief announ- cement at noon that Flint Chancellor William Moran had been offered and had accepted a position as a chancellor at the University of North Carolina.
