Reagan's honorary national campaign chairman, Utah Re- publican Ser. Paul Laxalt, said of the incomplete results, "This will be a big help in the Florida primary (March 9)."' Laxalt said he thought Rlea- gan's strong showing in New Hampshire would force Ford in- to a more active campaign, but he was not convinced that this would help Reagan's cause. He said that Reagan's campaign had obviously done well in Ford's absence. HE ADDED: "The real test is Illinois," where Ford is consid- ered strong. "That one could break us." The key component to Rea- gan's New Hampshire success was the city of Manchester, where Ford was far less organ- ized than the ex-governor. Rea- gan also had the advantage of loud support from the city's in- fluential newspaper, The Union ! Leader. Reagan built his N. H. cam- paign on a belief that the vot- ers are ready for a radical shift of power to states and localities -along with the incumbent tax responsibility. THOUGH he was at his rhe- torical best when espousing the ultra - conservative position which brought him two guber- natorial victories in California, Reagan made obvious efforts to anpeal to more moderate Ford voters. He also took pains to counter charges by Ford aides that his rightist stance would doom the party to defeat in a national election, saying his victories in California Democratic by 3 to 2 -rove he can appeal to a wide rneof voters. At a press conference ear- lier this morning, Reagan said, "I don't think it was personal- itv contest. I think it was on the issues." REAGAN SAID he thought his use of "citizens press confer- ences." as well as the polieal organization of his state man- ager, former New Hampshire Gov. High Gregg, had greatly aided his effort. Keene, a city thought to be very strong Ford territory, was expected to add a percentage noint or two to the President's lead later today. One Reagan, staffer from Keene said he fears the city would go to Ford by a margin of three or four to one. "But I'm a Reagan loyalist," he said, "and I'd only tell you this in the shit-house." This staffer was interviewed in a bathroom. CROP LOSS SONOMA, Calif.
