July 1974 - Zoology Prof. Billy Frye,
a close associate of Rhodes, becomes
acting LSA dean.
December 1974 - Search committee
presents three equally ranked candi-
dates to the Administration: Frye, Con-
necticut College Dean Jewell Cobb, and
Cornell University Ombudsman David
Danelski.
January 18, 1975 - Daily learns that
Regents, unanimously selected Cobb af-
ter rejecting Frye in a 5-3 vote.
January 20 - Regents meet in Lan-
sing -to discuss faculty opposition to
Cobb, instruct Rhodes to offer her two-
year contract.
January 21 - Rhodes speaks with
Cobb Pnd makes offer, which she says
she will think about. Tenure discussed,
but inconclusively. On a local radio
talk show, Fleming denies that any
final decision on deanship has been
reached.
January 24 - Zoology Department
Chairman Carl Gans reports to Flem-
ing and Rhodes that the Executive
Committee unanimously refused to
grant Cobb tenure. Cobb calls Fleming
to request a five-year appointment af-

ter learning that past LSA deans have
received such terms. She asks for spe-
cial meeting of Regents to see if they
can grant her tenure.
January 26 - Regents agree to offer
Cobb a five-year appointment, but will
not interfere with faculty prerogatives
on tenure issue. Administration con-
tends that a non-tenaured dean would
be "unbearable."
January 28 - Fleming informs Cobb
that she cannot accept a non-tenured
appointment. Cobb says that she will,
but Fleming refuses to continue nego-
tiations.
February 1 - Administration con-
cedes that Cobb was Regental choice
for the deanship, but that mutually
acceptable terms could not be reached.
February 3 - At an LSA faculty
meeting Fleming contradicts an ear-
lier statement by Rhodes about non-
tenured deanships, saying: "You'll find
no college in which there is a dean
without a tenured professorship in that
denartment."
February 11 - Regent James Wat-
ers (D-Muskegon) calls for a Regental
investigation of the Cobb affair.
February 20 - University Affirma-
tive Action Committee begins its in-
vestigation of the deanship selection
process.
April 25 - Committee releases its

findings and concludes that "Cobb was
never accorded the courtesies that
generally accompany professional ne-
gotiations of these sorts . . . Neither
Fleming nor Rhodes appeared to Cobb
to be genuinely interested in success-
fully completing the negotiations," The
report called the 24-hour tenure re-
view procedure' for Cobb "manifestly
inadequate."
May 6 - Regents vote to appoint a
new deanship search committee "with-
out prejudice to any previous candi-
dates," as recommended by the Af-
firmative Action Committee's report.
May 16 - Fleming and Rhodes is-
sue joint statement at Regents meet-
ing calling committee's report "seri-
ouusly defective" and suffering from
"fragmentary evidence and simple
speculation about -Cobb's rejection.
December 1975 - New search com-
mittee narrows field of candidates
down to ten, including three blacks,
three women, one Spanish surnamed.
Cobb was among the top 100 candi-
dates, but not the final ten. Three

LOS ANGELES (--The top
two executives of Lockheed Air-
craft Corp. stepped down yes-
terday in the midst of the huge
aerospace and defense com-
pany's problems involving mul-
timillion - dollar payoffs to for-
eign officials.
Daniel Haughton, Lockheed
board chairman, and Carl Kot-
chian, vice chairman and chief
operating officer,- resigned at a
special meeting of the Lock-
heed board of directors.
"THE BOARD had a difficult
meeting this morning at which
Haughton and Mr. Kotchian
saw fit to resign," said a Lock-
heed spokesman.
The nation's largest defense
contractor will be headed tem-
porarily by board member Ro-
bert Haack of Potomac, Md.,
wlho was elected board chair-
man pro tem.
The board felt that "the com-
pany, employes and sharehold-
ers would perhaps be better
protected if they - Haughton
and Kotchian - as potentially
controversial people excused
themselves from the premises,"
said Haack, who announced the
resignations to reporters while
the meeting was still in session.
HE SAID A CHIEF executive
office would be created, which
would include Roy Anderson as
vice chairman and senior finan-
cial and administrative officer,
and Lawrence Kitchen, as
president and chief operating
officer.
The chief executive office is
expected to "facilitate the op-
eration of the- company," a
spokesman said.
Haughton, the 64 - year -old
hard driving chairman who had
fought desperately for federal
ly guaranteed loans to save
Lockheed a few years ago, had
been with Lockheed for 37
years. He and Kotchian will be
retained as advisers and con-
sultants,

Haack, declined to comment
on the overseas payments, in

ence the sales of Lockheed air-
craft, including $12 million to
Japan alone.
Haack described the problem
as "temporary" and said that

"pre-empt the committee of
outside directors" that has been
formed to investigate the scan-
dal.
When Haack declined to com
ment on the subject of payoffs,
he added, "suffice it to say that
the board of directors some
time ago formulated, adopted
and approved a new policy that
