"This is not a political move," asserted member-at-large Gor- don Tucker following the hotly- protested closed caucus called for the resolution of the CSJ issue. "THE IDEA is to start with a clean slate," he added. In order to recall CSJ, coun- cil members first rescinded their motion of January 22 to follow old SGC procedures, and deleted the MSA provision re- quiring two-hour advance notice for special meetings. Acting MSA President Don House then called a second special meeting and tabled all business except the measure re- IN FURTHER action, new MSA officers were elected by the body. The only contested po- sitions were that of Vice Presi- dent, which David Mitchell won over Greg Higby by a vote of 23-0, and that of Communica- tions Coordinator which resulted in a tie between David Good- man and Gordon Tucker. Goodman and Tucker then withdrew their names from con- sideration until next week's meeting at Gordon's suggestion. Ken Berneis was elected as the new MSA President, F. Scott Kellman the Student Organiza- tion Coordinator, Mike French Budget Priorities Coordinator, Debra Goodman Program Co- ordinator, Glen Engman Per- sonnel Coordinator, and Dwight Middlebrook became the Parlia- mentarian. The diplomatic defeat for UNITA and the National Front (FNLA) followed a series of battlefield reverses at the hands of MPLA forces. UNITA has confirmed the fall of Huambo, its capital in South central An- gola, and the FNLA has virt- ually been pushed out of Angola in the north. Jane Bergerol of the London I Financial Times reported from Luanda earlier yesterday that the MPLA was driving toward Luso, in east central Angola, and south along the coast to Lo- bito and Benguela. "It's going to be hushed up, nothing's going to be done about it". WHEELER has tenta- tively scheduled a "close work- ing session of City Council for tonight to put proposals aimed at an agreement on city policy in use of firearms, particularly when fleeing suspects are in- volved. The Mayor hopes to present the proposals to Tues- day night's council meeting. A group of nearly 50 citizens met last night in the Ann Ar- bor community center to dis- cuss action on the shootings. According to Phil Carroll, an unofficial spokesperson, the group's two main decisions were to push for Bullock's re- lease from jail on a reduced bond and admission to the hos- pital so his wound can heal, and to march' on City Hall with a set of demands tonight during the Council meeting. Fleming post blasted (Continued from Page 1) "There's certainly a diversity of ethnic groups (on the panel)," he said. "I don't know what reason there is to suspect that a black dean . . . will be op- posed to improving the lot of blacks. There are some women on the committee and some of them are black. Why should one suppose they won't repre- sent the interests of that group?" FLEMING called the concept of affirmative action "a very worthy program but one that n un has been poorly run up until now." He said he might recom- mend that the government pro- vide monetary incentives for affirmative action rather than penalties for not adhering to federal guidelines. Such guide- lines, he said, are difficult to enforce. He called membership on the affirmative action committee "a major headache," explaining that panel members are con- stantly pressured by the diver- gent factions interested in af- firmative action programs.
