court appointment list for crimi-
nal cases," Fowler remarked,
"especially for the juvenile
court." State-appointed defense
attorneys are named from
court lists.
And outside of court, the
group serves an advisory func-
tion for people dealing with
problems. "We talk strategy
with our clients," Fowler said,
"and help them make their own
decisions.
