ment's efforts to curb illicit
drugs.

THE REPORT said marijuana
has been used at least once by
an estimated 20 per cent of all
Americans above the age of 11,
some 25 million people.
The report said vigorous law
enforcement should continue to
be aimed at major traffickers
of marijuana. But it said the
federal government should con-
tinue de-emphasizing arrests for
simple possession and use
It noted a rising use of heroin,
with major supplies of the drug
now coming from Mexico.
THE REPORT recommended
that federal law enforcement ef-
forts should be focused "on the
developmei\ts of major conspir-
acy cases against the leaders of
high-level trafficking networks,
and should move away from
'street level' activities."
Officials of the U.S. Drug En-
forcement Agency (DEA) have
contended that it is often neces-
sary to start at the bottom of
the drug racket by buying nar-
cotics on the street in order to
advance up the chain to identi-
fy, arrest and convict top deal-
ers.
The task force endorsed Pres-
ident Ford's proposal that per-
sons convicted of high-level traf-
ficking in narcotics and danger-
ous drugs be subject to mini-
mum mandatory jail sentences.

successful transcriptions, but
the adaptation for keyboards is
less than satisfactory. All the
sustaining power of the stringed
instruments and the tension it
can impart are lost on the harp-
sichord-even the fabulous key-
b o a r d ornamentations and
changes in registration simply
cannot save the situation.
In spite of this, the perform-
ance of the "D-minor Partita,"
especially of the sprightly dance
movements, was delightful. It
was only the slower "Sara-
bande" and famous "Chaconne"
that failed.
The second half was dedicated
to more northern German key-
board literature. This heavy
style of writing, very possibly
composed for clavichord instead
of harpsichord, is less success-
ful on the latter instrument
than the lighter southern styles
and didn't come off well in the
position of completely dominat-
ing more than half of the pro-

THE FIRST work by J. E.
B a c h was a rather short
"fantasia;" a very rococco little
number. The "E-minor Sonata"
of C.P.E. Bach which followed,
was full of the contrasting ;ga-
lante style with its abrupt
changes in character.
With no less attention to nu-
ance than in the evening's open-
ing work, Leonhardt caused this
piece to alternately sparkle and
thunder. The first movement
was particularly intricate and
effectively performed. The pro-
gram concluded with a more
conservative "p r e 1 u d e and
Fugue" by Georg Bohm, a Ba-
roque composer of the genera-
tion before J.S. Bach. It was a
short work, very finely orna-
mentqd. The audience was
granted a brief encore; a light
dance movement of moderate
tempo.
With the exception of his pro-
gramming and a penchant for
foot-stamping, a la Rudolf Ser-
kin, Leonhardt's performance
was a delight. He fairly dazzled
his listeners with technical
prowess and even greater integ-
rity of musical taste. His status
as possibly the finest living
harpsichord virtuoso remained
intact.

could lead to the development of heart disease.
A "risk factor" is a condition or behavior that
