At the same time, in a fast-moving swing across the Midwest, the Demo- cratic presidential nominee swiped at Ford and the Republicans on national defense, telling a rally here that they have been in Washington so long "throwing away a few billion dollars here and there doesn't bother them anymore." FORD CLAIMED that Carter stands for weakened defense policies that would make it "impossible to have a defense adequate to maintain our free- dom and the freedom of our friends." Hitting directly and sharply at his November election opponent for the second straight day, Ford added his partisan remarks to the prepared text of a speech to the biennial convention arter tradi of B'nai B'rith, a large Jewish service group. Before the additions, his text dealt largely with the concerns of Israel and American Jews. Acknowledging his de- parture from the text, the President concluded his passages by saying, "And now, back to my nice, non-partisan speech." Alternately referring to his opponent as "Mr. Carter" and "the gentlemen," Ford said in one of his sharpest pas- sages: The gentleman has proposed troop withdrawals from Western Eur- ope and from Korea; defense budget cuts that would cripple our ability to supply or sustain our friends; bans on nuclear tests by our allies; a nuclear strategy of massive retaliation poli- cies which would invite a major crisis with our allies, including Israel." . QUOTING CARTER as having told B'nai B'rith he favors "a strong de- fense, tough and muscular," Ford jabs on went on: "I say to you, the gentlemen on oth- er occasions has advocated defense cuts of $5 billion to $7 billion, delaying our strategic bomber program, with- drawing from overseas bases and cut- ting off military aid to vital allies. I say to you, if we do any or all of these things it would be impospible to have a defense adequate to maintain our free- dom and the freedom of our friends." Reacting to the Ford speech, Carter declared in Springfield, 111. that he has clearly and repeatedly supported strong national defense - but that strength was not even the issue. "The issue is waste and mismanagement in the Defense Department and through- out the federal government," he said. "I CONTINUE to attack waste, cor- ruption and inefficiency wherever it is found, from HEW to DOD," said Carter. "It it only natural that those who have condoned and defended such defense waste for the past several decades should continue to do so. Perhaps their problem is that they have been in Washington so long that throwing away a few billion dollars here and there doesn't bother them any more." "IN EVERY ASPECT of life - sell- sitivity, minimum wage, social secur- ity, balanced budgets, unemployment, inflation - the Republicans have set new records of damage for our coun- try. Well, I intend to change that." On the abortion issue, Carter said he sympathized with the "pro-life" dem- onstrators who have dogged him at practically every stop in his first week of campaigning. He said such activities were "part of the political process" but added that "it would be a mistake if the news media and the public assumed that it's myself against the Catholic Church.
