John Suri public affairs official at says "I'd be amazed if Gallup calls second debate fatal to Ford WASHINGTON (AP) - Poll- ster George Gallup said yester- day the foreign policy debate with Jimmy Carter combined with the steady barrage of bleak economic news in October probably cost President Ford the election. Gallup said Ford had staged an amazing resurgence after the campaign began in earnest in mid-September, coming from 17 points behind Carter to near- Ay even by the time of the sec- ond debate. But that debate stopped his phenomenal upward momentum, and he never re- covered, Gallup told a news conference. HE SAID he could not attri- bute the loss of momentum spe- cifically to Ford's comment during the debate that Eastern Europe was not under Soviet domination. Gallup said the debates were the oi)ly clearly measurably factor that affected the . final weeks of the campaign. However, he added that vot- ers had shown steadily escala- ting concern about the economy. Therefore, he said, the pre-elec- tion economic indications that inflation was flaring again and that unemployment was still high took their toll on Ford's vote. GALLUP'S last polling ended at noon on Saturday, Oct. 30, 'I TIEV'I three days before the election, and showed Ford 1 percentage point ahead of Carter, .49 to 48. The actual vote was 51.1 per cent for Carter to 48.9 per cent for Ford, a deviation which Gallup said is slightly higher than his organization's devia- tion from the result in the past dozen national elections. Gallup said his organization found that Carter's comments on religion and lust in Playboy magazine and Ford's dismissal of Agriculture Secretary Earl Butz had no lasting impact on the voters. AND THIS WAS the first elec- tion since 1936 when foreign policy issues. did not dominate a presidential campaign, Gal- lup said. The top concerns of voters this year were the high cost of living, unemployment, federal spending and crime. In answer to questions, Gal- lup said that his organization compiled a list in December, 1975, of 38 persons who might be strong presidential contend- ers and Carter's name.was not in the group. He said the list was compiled by asking ordinary persons as well 'as those in public positions or in such fields as publishing whom they considered national leaders. ~fl The TUNER for the, i I'd Av ailale at the Power Center and UAC Ticket Office THE CENTER FOR COORDINATION OF ANCIENT & MODERN STUDIES PRESENTS A PUBLIC INTERDISCIPLINARY U OF M COLLOQUIUM ON' HAS DEMOCRACY SURVIVED?
