The manual was written for the Carter campaign's advance men, who precede the candidate1 to campaign stops and take! charge of planning and promo- tion. SOME OF IT "is not in line with the way I want to see this campaign run," Carter was quo- ted as saying Sunday by his press secretary, Jody Powell. Powell said Carter had never seen the manual. The campaign staff's review of it, he added, was hurried and inadequate. Some details in the manual were "never intended to be tak- en seriously," said its author, chief Carter advance man Jim King.
