In a telephone interview froml Panama, a spokesperson for the World Boxing Association said it would recognize the winner' of a Ken Norton-George Fore- man fight as the new champion, pending official word from Ali that he had retired. AND THE WORLD Boxing Council said it would recognize Foreman as the No. 1 contend- er and determine a method for selecting a new champion only after it heard from Ali. Ali's announcement came un- expectedly yesterday morning and, despite past assertions that he was retiring, was lent a cer- tain amount of validity by a statement issued from Herbert Muhammad's office.
